Waste management (or waste disposal) are the activities and actions required to manage waste from its inception to its final disposal. This includes the collection, transport, treatment and disposal of waste, together with monitoring and regulation of the waste management process.

Scientific collection, transportation and disposal of Waste Management in NDMC area: NDMC has taken up the following initiatives in the year 2018-19 for scientific disposal of waste in NDMC area which will continue to be further improved in the year 2019-20:

100 percent municipal solid waste is disposed of scientifically in the following manner:

• 100 percent door-to-door collection of segregated Municipal Solid Waste (MSW) is undertaken by 36 Auto tippers, which transfer the MSW either to the Static Garbage Transfer Station or to movable mini compactors or too large compactors;
• Compacted segregated MSW from 16 mini compactors is transported to Static Garbage Transfer Station and after further compaction, the segregated MSW is transferred to a treatment facility at Waste-to-Energy Plant at Okhla, Delhi in wagons (high capacity containers) through three front end loaders;
• 60 TPD of wet waste is disposed of at Compost Plants, Okhla, New Delhi, where it is converted into compost.
• 0.5 TPD of organic waste is disposed of in Bio-methanization Plant, at NDMC's Indira Niketan Working Women Hostel, wherein about 40 cubic metre bio-gas is generated and utilized at the Hostel for cooking purpose;
• In NDMC there is no sanitary landfill site and no MSW generated in NDMC area is sent to any sanitary landfill site.
• One TPD of organic waste is being disposed at Organic Waste Converter Madhu Limaye Marg, Chanakya Puri in collaboration with Art of Living Foundation.
• Home composting has been started in more than 532 houses in NDMC area and such number is being increased with the active participation of citizens in the NDMC area due to continuous efforts made by NDMC in this regard.

Monitoring of MSW Management:Bio-metric Attendance System has been installed at Roll Call Centre for the staffs. All supervisory sanitation staff has been provided with smartphones in order to upload the inspection reports of their area on a daily basis which is monitored centrally.

Any citizen in the area can upload photos of insanitary conditions in their areas directly on the NDMC 311 App/Swachhta App. The same complaint is also assigned to the concerned ASI/SI/CMO/HOD and feedback of each step has provided to the complainant. After addressing the complaint with the best solution, it is either closed on the satisfaction of complainant or by the complainant himself. Such complaints are also been monitored by the senior officers on regular basis. Citizens also have access in providing positive feedback to the administration. NDMC is also having a 24 X 7 Call Centre and a 4-digit toll-free number 1533 to register and follow up on the complaints through its Command and Control Centre.

Mechanical Road Sweepers to curb air pollution:It has been observed that the dust generated by suspended particles during cleaning in roads in Delhi are a major concern of air pollution in Delhi. Traditionally, sweeping of roads is done manually, which causes the dust to remain floating in the air for some time, thus increasing suspended particulate matter in the air. Road dust is a major contributor to both PM 10 and PM 2.5 emission in Delhi air. To control this, NDMC has enhanced the fleet of mechanical road sweepers to 9 by procuring additional 4 such machines in 2018-19. These mechanical road sweepers are deployed on all avenue roads of approximately 135 kms.

With an aim to cover lanes-by-lanes and commercial/market areas, it is proposed to procure 7 small mechanical road sweepers, 7 small electrical road sweepers and 7 litter picker machines for a period of 5 years on operational expenditure (OPEX) basis during the year 2019-20. These machines will go a long way in curbing air pollution and 100percent roads will be cleaned mechanically.

Home Composting:Home composting has been started in more than 532 houses in NDMC area and the number of households is being increased every day by motivating citizens to adopt this method for reducing the burden of wet waste for disposal at Compost Plant, Okhla, Delhi. Esree Foundation NGO has been involved to further motivate the citizens in this regard, which has deployed about 25 dedicated volunteers to carry out awareness activities in each residential/commercial area etc. Further, 2000 Home Composting Units were been proposed to distribute by the NDMC to its employees by 31 January 2019 to encourage home composting among them.

Bin Free City:It is proposed to upgrade the system of solid waste management of its area and to make the NDMC area a bin free one. Therefore proposing 5 static compactors at locations where the generation of garbage is more than 3 MT per day and underground bins will be installed as mentioned earlier.

Litter Picker Machines and Wheelbarrows:Two vehicles mounted litter picker machines and 970 wheelbarrows have been procured in 2018-19 to improve collection efficiency of litter bins. NDMC has installed 3473 litter bins towards making Swachh Bharat. The NDMC has proposed to continue installation of additional 1860 litter twin bins in NDMC during 2019-20, to improve cleanliness in public areas.

Sanitary Napkin Vending Machine:Sanitary Napkin Vending Machine and can be disposed of in an environment-friendly manner in compost pits after use.

Twenty-nine Sanitary Napkin vending machines have been installed in 28 Secondary and Senior Secondary Schools, wherein the bio-compostable sanitary pads are being provided to the girl's students of the NDMC area free of cost. Further, Sanitary Napkin Vending Machines along with incinerator have been installed at 4 locations in working women hostels of NDMC. Further, Sanitary Napkin Vending Machines have been provided in 86 Public Toilet units and Community Toilet Units in NDMC area.

There are approximately 6000 beneficiary girl students in 28 NDMC/Navyug Schools, which has been engaged in this citizen-led initiative that has been institutionalized by the NDMC. It is the first time in India; Sanitary Napkin Vending Machines have been installed in government schools for free distribution of compostable sanitary pads to the girl students. The project is novel as these sanitary pads are made from pulp, natural material with no side effects promoting menstrual hygiene. The napkins ensure prevention of rashes, infections, illnesses and the spread of diseases such as cervical cancer and other gynaecological complications. These sanitary napkins are compostable and can be disposed of in an environment-friendly manner in compost pits after use.

Star Rating Protocol for Garbage Free City:The Government of India launched an innovative star rating initiative for attaining "Garbage Free India". The Star Rating Protocol based on 12 parameters which follow a smart framework, inter-alia, including components such as cleanliness of drains, water bodies, plastic waste management, managing construction and demolition waste, etc., which are critical drivers for achieving garbage free cities.

Under Start Rating Protocol, cities are to be rated as 1-star, 3-star, 5-star and 7-star cities. NDMC has applied for 5-Star Rating (Single metric, Measurable, Achievable, Rigorous verification, Targeted towards outcomes), which will be granted by the Ministry of Housing and Urban Affairs, Government of India after carrying out an additional verification through an independent third party to certify such rating, result of which is awaited. NDMC is confident about the 5-star rating and it will also be able to apply for the 7-star rating for the year 2019-20.
